In 1953, a report titled IRRIGATION AND HYDRO-ELECTRIC POTENTALITIES OF UPPER YUBA AND BUTE COUNTIES was prepared for the Directors of the Yuba County Water District, now known as the North Yuba Water District. This 114 page document begins by saying, This report presents the results of a preliminary investigation and study of the feasibility of constructing a combined irrigation and power development project in the Upper Yuba and Butte Counties for the benefit of both Yuba and Butte Counties and the people residing therein.
