Letter sent to Yuba County Planning Department in response to comment on proposed World Fest event at Richards Ranch in October, which did not happen. This letter was subsequently used as the Dobbins/Oregon House Fire Protection District comment letter for the Conditional Use Permit application submitted by Richards Ranch. As there was no mention of Rices Crossing egress issues, the County did not address Rices Crossing egress issues in its 55-page Initial Study/Mitigated Negative Declaration document. Since then, the County has said it did not do an adequate job of assessing and addressing the risk.
