North Yuba Water District Draft Irrigation Policy

The North Yuba Water District Draft Irrigation Policy was intended to have been voted on at the February meeting but was delayed until March. There are some substantial changes. This policy would require water to proportionally run with the land for any parcel subdivision. The District has never required this before. Can the District mandate this? This policy would allow the District to curtail water to ponds if the District deemed there was a "water shortage". The term water shortage is ambiguous and could be whatever the District deemed it to be. This policy states that water is not for fire protection. However, Permit 1270 for water from Dry Creek contradicts this policy by expressly allowing water "for the purpose of irrigation and fire protection use."
