2022 Irrigation Policy Revisions

Irrigation policy revisions for 2022 making the following revisions to the old policy:
1. Gives General Manager unilateral authority to deny any customer irrigation water based on his opinion of their water use.
2. Will allow denying water to the largest water user, the Fellowship of Friends, forming a "line" where NYWD puts the smallest water users at the front.
3. Will label ponds a waste of water and a means to denial of service.
4. Will allow the General Manager uninvited access onto irrigation customer's private property.
